Board of Education

The Centerville Board of Education considers the following to be its major responsibilities, as outlined in the Board Policy Manual:

• To select and employ a superintendent
• To select and employ a treasurer
• To determine and approve the annual budget and appropriations
• To provide needed school facilities
• To provide for the funds necessary to finance the operation of the schools
• To consider and approve or reject the recommendations of the superintendent in all matters of policy, appointment or dismissal of employees, salary schedules, courses of study, selection of textbooks and other matters pertaining to the operation of the schools
• To require reports of the superintendent concerning the conditions, efficiency and needs of the schools
• To evaluate the effectiveness with which the schools are achieving the educational purposes of the Board of Education
• To inform the public about the progress and needs of the schools and to solicit and weigh public opinion as it affects the schools
• To adopt policies for its governance and the governance of its employees and the students of the schools

Board of Education work sessions are typically held on the third Monday of each month, beginning at 6:30 p.m. in the South Unit Commons at Centerville High School. These meetings are open to the public.

Regular meetings are typically held on the fourth Monday of each month, beginning at 7 p.m. in the South Unit Commons at Centerville High School. These meetings are open to the public. They also are recorded, and the video is available on the local cable channel as well as the district's YouTube channel.

Upcoming meeting dates, times and locations are listed below. A link to the agenda for each meeting will be added to the appropriate date on the calendar as the event date nears. Hard copies of the agenda are also available at each meeting.

At the annual organizational board meeting, the board designated the treasurer to serve as the public records officer for the board and the district. All requests for public records should be directed to the records officer.

All board meetings are open to the public, except for executive sessions during which board members may discuss only business as defined by the Ohio Revised Code (personnel matters, sale or purchase of property, legal matters, and negotiations or bargaining sessions). Executive sessions are for discussion only and may include members of the district leadership team. All formal action must be taken at a regular or special meeting open to the public.

The Board of Education provides an opportunity for public comment at their meetings. Revisions to Board Policy 0169.1 - Public Participation at Board Meetings were approved during the Jan. 18, 2022, work session. The new policy is now in effect and changes include:

• Attendees must register their intention to participate in the public participation portion of the meeting in writing prior to the board meeting. A sign-up sheet for public participation will be available 30 minutes prior to each meeting.
• Individuals may not register others to speak during public participation.
• Participants must first be recognized by the presiding officer and will be requested to preface their comments by an announcement of their name and whether the participant is a resident or non-resident, and if, appropriate, their group affiliation.
• During the portion of the meeting designated for public participation, no participant may speak more than once.

As a reminder, all who speak must limit their comments to no more than three minutes, and the Hearing of the Public is limited to a total of 30 minutes. The board will listen to all who speak, but generally not engage in discussion or dialogue. Matters requiring follow-up will be directed to the superintendent. Individual board members can be contacted for a set meeting appointment, and written correspondence can be mailed to the board office.

Per board policy, members of the Centerville Board of Education should not have any direct or indirect financial interest in a contract with the district; nor furnish directly any labor, equipment or supplies to the district; nor be employed by the board in any capacity for compensation.

In the event a board member is employed by a corporation or business that furnishes goods or services to Centerville Schools, that board member shall declare his/her association with the organization and refrain from debating or voting upon the question of the contract.
