Race to the Top

To Summarize . . . . . .

Race to the Top is a competitive grant program established by the American Recovery and Reinvestment Act of 2009.

In January 2011, Ohio was awarded, by the United States Department of Education, a $400 million Race to the Top grant to be spent over four years. Approximately $206 million of this grant is being funneled to the 437 participating districts in Ohio.

The participating districts must use these allocated funds to reach five key areas:
     1. Transparent Communication
         a. The development of a comprehensive communication plan for the district.
     2. Standards and Assessments
         a. Adopting standards and assessments that prepare students for success in college and the                          workplace.
     3. Using Data to Improve Instruction
         a. Building a longitudinal data system that measures student success (achievement and                                    growth) and informs teachers and principals how they can improve their practices.
     4. Great Teachers and Leaders
         a. Recruiting, developing, retaining and rewarding effective teachers and principals.
     5. Turning Around the Lowest-Performing Schools *
         a. Using aggressive action to turn around persistently low-performing schools.
     *This assurance area is required only for districts with schools identified as persistently                          low-achieving.

Each participating district worked collaboratively with its teachers’ association to create a "Scope of Work."  This "Scope of Work" identifies specific goals and activities for each assurance area.  Upon completion of the work, each district must assure that the Superintendent and Teachers’ Association President have signed the "Final Scope of Work Agreement."

In addition, each participating district entered into a Memorandum of Understanding with the Ohio Department of Education. The purpose of this memorandum is to establish a working framework, as well as specify roles and responsibilities in support of the State in its implementation of an approved Race to the Top grant project.
